    Shri Barun Mitra belongs to the Indian Administrative Service (1987 batch). An alumnus of St. Stephen’s College, he did his Post Graduation in History from Delhi University. He is also a Law Graduate and rank holder from Delhi University besides having PG Diploma in Trademark, Patents and Copyrights with distinction from NALSAR, Hyderabad.

    Prior to joining NCLAT, he was Secretary, Department of Justice and Union Law Secretary. He held several senior positions in Government of India. As Joint Secretary to the President of India he served three President’s, namely, Shri K. R. Narayanan, Dr. APJ Abdul Kalam and Smt. Pratibha Patil aiding them in the discharge of their constitutional responsibilities. He has also served in the Union Ministries of Defence, Defence Production, Shipping and Human Resource Development.

    In the State Government, he held the positions of Secretary to the Governor and Principal Secretary to the Chief Minister and handled several Departments including Home, Finance, Planning and Personnel. He was awarded Silver Medal by Govt of India for outstanding conduct of Census Operations in the State. Enjoys extensive experience in Defence Production especially in promotion of indigenization and innovation and was closely associated in the setting up of Defence Industrial Corridors, Defence Innovation Hubs, Mission Raksha Gyanshakti, Defence Testing Infrastructure Scheme besides strengthening Innovations for Defence Excellence (IDEX) framework for defence start-ups. He also looked after nine Defence PSUs including HAL, BEL, MDL, GSL and BDL.

    In the Maritime Infrastructure sector, he was instrumental in drafting the Major Ports Bill for organisational restructuring and Modernization of the ports Eco-system. In the Shipping sector, he served on the Boards of Shipping Corporation and Dredging Corporation and worked closely with Cochin Shipyard in ship-building including India’s first Indigenous Aircraft Carrier. He represented Indian Maritime sector in the General Assembly of PIANC, the World Association for Waterborne Transport Infrastructure besides working on green ship-recycling policy measures. He played a pivotal role in organizing three Mega Global events - Def Expo 2020, Aero India 2019 and Maritime India Summit, 2016.

    He is credited with giving impetus to access to justice by introducing the DISHA (Designing Innovative Solutions for Holistic Access to Justice) project. Spearheaded reforms in the Enforcement of Contract Regime through Dedicated Commercial courts for improving Ease of Doing Business. His efforts to strengthen ICT framework of courts along with eCommittee of the Supreme Court led to conferment of the Platinum Award for Excellence in Digital Governance for 2020 by Government of India and National Award on eGovernance for the year 2021 in Gold Category.
