Born on 19-04-1954 at village Arihal in Pulwama district, Justice Bhat passed Matriculation from Government High School, Hawal when he was below 14 years. He did graduation from Amar Singh College, Srinagar in 1972 and obtained his Law Degree from University of Kashmir in 1974.

He was enrolled as pleader with Bar Association Srinagar on 15.01.1975. He practiced in Civil, Criminal and Revenue Courts until selection in KCS Judicial. He joined as Munsiff on 17.11.1982 and was promoted as Sub Judge on 29.06.1989. He served as CJM, Jammu till his induction in the Higher Judicial Service in August 1999.

Presently, he is functioning as Acting Chairperson of National Company Law Appellate Tribunal since 15.03.2020. During his tenure in the National Company Law Appellate Tribunal he has delivered many landmark Judgments immensely contributing to the development of Insolvency Jurisprudence and growth of Company and Competition law.

He was a Member of the Bench which envisaged implementation of Section 230 of Companies Act, 2013 at the stage of liquidation under IBC, ensuring revival of the Corporate Debtor even after passing of liquidation order. He was also a Member of the Bench which introduced the concept of ‘Reverse Corporate Insolvency Resolution Process’ for the benefit of allottees and real estate sector.

During the unprecedented nationwide Lockdown due to Covid-19 Pandemic, he as the Acting Chairperson of NCLAT efficiently supervised the transition of court proceedings from physical to virtual mode and ensured undeterred deliverance of justice.
